answer your question.

Not FTP or FTPs, and yes using username/password.  everything is encrypted.

I would expect psftp from Putty would work on a windws box as well as 
/usr/bin/sftp from my debian box.

In my offer, I mean to say, you can use something other than openssh 
server if you have good reason.
