The easy way is to pull the router out of the picture
and connect directly to the modem to see if that fixes
the problem. If so, you might need to decide how badly
you want a router and consider repairing or replacing
the current one.
The fun/difficult way is to set up a packet capture
session on your network and then use Wireshark to
figure out what is happening. You might be able to
capture the info you need from your workstation that
you use to download. If that doesn't work, you could
set up a hub between your router and modem and do your
packet capture upstream of the router.
I'd suggest trying the easy way first just so you'll
know if the router is the problem. You can then decide
if it's worth the extra effort to see what's happening
on the wire.
