Something like this NAS device could work pretty well.

However, it is not designed to be connected via USB.

If you really want to do USB, then something like this might be a better 
choice:

You would still need to purchase hard drives, but he could keep the total 
cost around $150-250, depending on how much space he needs.

Someone else mentioned a Drobo, which could also be a great solution.  But 
they seem overpriced to me, even the used ones selling on eBay.
