I've had good luck with Google Voice (not the gmail thing).  If you
calling plan has a "circle / friends-n-family / etc." then you can set
the google voice number as one of your friends, and send/receive as
many free domestic calls as you want with your cell - any time of day.
 Just be sure to call through the google voice number (or get the
app).

I've also had decent luck with Vonage.  You probably can't sign up and
have their router shipped to you by then, but some electronic stores
used to carry Vonage routers locally, so you might be able to buy
locally and get going quicker.
