I'm looking to put together a functional website for a client, but I want it to look professional and have a consistent look and feel. I have experience with Typo3, but there might be some more user-friendly solutions available. The ideal solution would be a website which can easily be modified/maintained by the office secretary (non-technical person).

If your goal is maintenance simplicity,
consider a wiki (e.g. MoinMoin http://www.moinmo.in/ ).
You lose some of the more complex gateways and engines of a CMS,
but the simpler gateways and engines are supported by macros(?)
and if you don't need something more complex,
a wiki is easier to setup,
much easier to maintain,
and easer for non-computer-literate to update.
Hopefully helpful,
