Here's my considered opinion.  It's not necessarily definitive, but IS
based on experience:
* The VIA USB2 chipset is VERY poorly supported under Linux.  A card
with the NEC chipset, especially the revised version, works much
better.
* The BX (Pentium II) chipset is ten years old.

I think what you have is a perfect storm of dodgy drivers, a slow
processor (600 MHz tops),  and a relatively primitive PCI hardware
interface.   There's just not enough bandwidth available for USB 2.0,
I think--which is one reason why they waited until later to implement
it.
