Well, I'm not 100% sure what you're asking, but there might be a good way.
When someone logs into a Unix system, the /etc/passwd file is parsed, and
last field specifies the shell to start up when they log in. For example,
if you want a 'virtual' user on your system - a user for a particular
process to run as, but not one that anyone could log in as - you can set the
shell to "/bin/false".
Using this, you might be able to specify a small shell script that lets
them set up the ssh forward, and nothing more...
