My wife is from the Ukraine and I've been there 3 times. In the former 
USSR it is common practice for computer shops to simply pirate all of 
the MS products. Most people buy systems build at the shops and are 
happy to get their "free" copy of XP in russian. Even the laptops sold 
there are from SE Asia and come w/o OS. The pirated MS works just fine 
for them. Its hard for them to justify spending 6 weeks salary on an MS 
license. We are running such a copy here, but I bought a license for XP 
and applied it to her Russian version. It did not care the license was 
for US version and it was being applied to a Russian version.
