[mdlug] DNS registration Info (is there a free service if you have a static IP address)

I just set up a static IP address.  I want to Map that to a ".COM"

register.com has a fee, if that is what I have to do BUT I hope that that is not the case.

Is there a place that I can register my ".com"?
