It's a reworking of Kornbluth's "Marching Morons". It's funny, certainly,
(my wife and I enjoyed it) but it's not accurate. The genetics of the premise
is just wrong. I commented on some of the reasons why eugenics is wrong here
(see the section titled "Genetic Moral Engineering"):

The other reason it's wrong is that studies have *not* shown any link
between intelligence and number of children. Studies *have* shown a strong
link between *education* and number of children, though...
