I don't know much about Perl.  If he is going to be doing any C# or
Java cross-platform stuff then Mainsoft (www.mainsoft.com) has a lot
of tools including plug-ins for Visual Studio.

There are several companies that provide hosted systems with ssh and
vnc access that can be used for development.  Search with Google for
"dedicated hosting linux account development ssh vnc".
