that's a fun thought but all that fiber google is buying up is
long-haul stuff. In and of itself, it changes the picture on home
access approximately zero.
might google decide to get into the access provider business?
Well, maybe. they've already bid on it in san francisco:

but the long-haul stuff is the least of their worries if they want to
do this.
