When they are delivered.
Susan lists the low-volume costs and at the time of order,
expects an agreement to pay the computed low-volume cost.
Occasionally, (once a year?), she orders ribbons for Stilyagi
and extends the order to other groups at strict no-profit, no-loss.
The actual cost depends on the total volume ordered (by Penguicon,
Stilyagi, Youmacon, ...) attendees, and could be as little as
1/2 the low-volume cost, but in the past has usually been about
25% below the estimate.  As the fad for ribbons is fading,
I don't expect the actual cost to be more than 10% below the
low-volume cost this year.

We were asking $1 for the ribbons.

This is why I ask before placing the order.
Do we want more ribbons?
How many did we buy four years ago?  (I no longer remember.)
How many (lots of 50 for $25) do we want?
